Enables DNA-binding transcription activator activity, RNA polymerase II-specific and RNA polymerase II cis-regulatory region sequence-specific DNA binding activity. Involved in positive regulation of transcription by RNA polymerase II. Acts upstream of or within positive regulation of DNA-templated transcription. Located in nucleus. Is expressed in several structures, including central nervous system; embryo mesenchyme; hemolymphoid system; integumental system; and sensory organ. Used to study lipodystrophy. Orthologous to human EBF1 (EBF transcription factor 1).
PHENOTYPE: Homozygotes for a targeted null mutation exhibit a reduced striatum due to excess apoptosis, altered facial branchiomotor neurone migration, and a block in B cell differentiation. Mutants are smaller than normal and many die prior to 4 weeks of age. [provided by MGI curators]
